I've always loved this concept art. I agree that the Jedi 'uniform' should have been an approximation of this, sometimes combined with the vest and cloak that Luke wears. While the Tatooine-esque clothes the Jedi wear in the prequels have a lovely aesthetic and are quite well made with various fabrics and layering, they don't really fit within the context of the official roles Jedi Knights serve. As monks, sure they work. As warriors who wield a plasma sword, baggy sleeves and robes would not be the most practical thing to wear. The slim silhouetted attire Luke has would be much better and I think it looks better as it exudes the "adventurer" aesthetic. As diplomats, is it appropriate to show up to negotiations and council meetings wearing a hooded robe? Something along the lines of what Count Dooku wears would work much better. Capes and cloaks have formality not to mention are not as cumbersome as a robe is. I would still keep the traditional Jedi clothes we see but more for those who are older/"retired" knights rather than the "rank & file" ones.
I think the Clone Wars cartoon actually did a great job of giving the Jedi Knights a nice mix of old world, new world, and 'future' styling. Also, surely certain alien races might have their own cultural influences in their uniform which is fine. There can be variances.
I'll tell you another thing about this concept art. I love that Luke retains his blaster. I understand that Jedi Knights reach a point where they grow beyond the need for one but I'll be honest, I just love blasters and I think he looks cooler with it. Again, it exudes the adventurer look. Besides, even for a Jedi Knight, I'm sure a blaster would come in handy sometimes. That being said, I do agree with Luke not having one in ROTJ. 1. He never needs one. 2. It underscores how strong he's become with the force, calling back to Ben teaching him that lightsabers, not blasters, are the weapon of a Jedi Knight.
I saw his clothes in the BoBF. Not my thing but I appreciate them trying something different. They could've mixed in some lighter colors underneath and I think it would've looked great.
