Of course. I just mixed up a small amount of Iron filler powder (I suppose filings would do OK) with vinegar, then stippled it on and leave it for a couple of hours. Build it up from there.

I've heard that you can use spray adhesive and a 2" wide paint brush to produce a rust bubbling up from under the paint effect.
After you spray the adhesive and let it dry a little, you stipple the adhesive with the brush.

I got that tip from a man named Don Bies.

smick6, I get my metal powders from here: http://www.notcutt.co.uk. It is around £5 per kg. About a 1/3 of the price of aluminium, copper, brass or bronze.
