Moments ago I received this response from Wasili to my nasty-gram. At least it is a thoughtful response... I will wait until Tuesday for his follow-up. Here is the email in its entirety...
Hi Dan,
I'm working very hard on getting everybody that ordered a Landspeeder kit,
their money back.
I worked out a deal a couple weeks ago with my biggest client, for whom i've been
working for years. Commitments were made with my client, which through the
course of administrative delays, made things only worse. Due to their summer
break, and the size of their organisation, the deal is still on the board,
even though it should have been completely dealt with by now.
And that's what the whole initial 14 days for refunds was all about. Never before
did this take so long. So i was forced to go elsewhere at the last minute.
That is still being worked on for all of the remaining refunds.
I will let you know on tuesday when you can expect your refund. I want to
give you a firm date as to when you will get your money back, and not
an estimate that may become an empty promise. As i have done so with
the other people that were refunded, i will add the paypal fees as
a small compensation, so you don't loose money on this.
Everyone gets it back in the order of the list. You were the fourth.
At least, you were fourth on my list. You mention i am not refunding
in the correct order, but here is the list i have:

Maths Halstensen contacted me within minutes of the list being open, but now
i realize that he did not put down a deposit until a couple days later. I had
simply kept his name there.
I know my word means little at this moment, but in no way was i out to scam
people out of their money. The project started out in good intent, but
washed ashore bit by bit as my workload became the biggest to date. My
daytime work suffered considerably from work on the Landspeeder, and it
started to affect longtime business relations.
Truth is that the advance payments for the kits went into overhead for the
workshop, while working on the Landspeeder. And with the strong euro against
the dollar, that took care of less than i had hoped for.
I have every intent to honor this part of the deal, and i know very well
that this will haunt me for quite some time. The internet, after all, is a
very small community.
