While I buy the 200 years bit, it'd have to be pretty **** poor writing to have 'The Face of Boe' as a character in multiple episodes and THEN have Jack say they used to call him 'The Face of Boe' and have it not be the same. Not to mention the face has been around millions or billions of years and the only other person we've met who could live that long is the doctor, himself. If you want to leave people with a maybe feeling you don't use the same name verbatim. You make it 'The Boy from Boe' or 'Face of the Boeans' or something else. Not to mention you had everyone else on the set at the time, including the doctor looking at each other like 'Holy crap, it's him?!?!'.
He knew implicitly when writing that and filming it people would take it only one way, that Jack is the face of boe.
Davies always maintained it was supposed to be an implication, no more and no less. Fans took it as Gospel.
One of the problems with a show like Doctor Who (and to a more extreme - Star Trek and Lost) is that fans will remember everything no matter how insignificant. In Star Trek they'll say "This even happened 200 years ago" and the fan will take it to mean that, on that date exactly 200 years ago that happened. Humans don't speak in specifics (generally), they speak in generalities - thus if Jack says they called him "The Face of Boe" it means that Jack WILL BE The Face of Boe (even though it could also mean "The Face of Boe" is a rough translation for something completely different or maybe the species is called "Boe", etc.).
