If you want to say he has some super-thin blaster-proof fabric under there, or is wearing a shield generator, OK. But I think he just straight-up got hit, yet the shot wasn't lethal.
Again, I am thinking Bane could have hit him squarely in the chest if he really wanted to kill him. So what's up with that? Was he trying to avoid making Vanth a martyr that would stir the townspeople into action?

Bane makes the choice to shoot Vanth first, hopefully to kill, but DEFINITELY to hit the shoulder of his shooting arm to disable it.
My this time, the deputy, although slow, had enough time to fully draw, so Bane unloads on him.
Vanth is totally incapacitated, has been outdrawn, & now will be even slower if he survives, therefore, message has been sent so there's no reason to walk over & just murder him

I fully agree. Bane wanted to set an example. The deputy was a perfect target because he was so excited and certainly would not have been a great shot. He shot at Vanth to stress that he was serious. He was fully aware that Vanth knew he could have killed him as easily as the deputy, especially during a stand-off. However, the poor appearance of Vanth did not make him look like a "worthy" opponent either. I think some code of honour plays a role here, too.
