Look at the medium shots of Vanth right before he got shot. Look at his shoulders. It doesn't look like there is anything underneath that shirt.
If you want to say he has some super-thin blaster-proof fabric under there, or is wearing a shield generator, OK. But I think he just straight-up got hit, yet the shot wasn't lethal.
Again, I am thinking Bane could have hit him squarely in the chest if he really wanted to kill him. So what's up with that? Was he trying to avoid making Vanth a martyr that would stir the townspeople into action?
eerrr maybe i should have been more descriptive i dont think there is a shield underneath him, i just thought that blast looks like deflection, i figured the animation would have gone right through him

lol agree to that, what's funny is watching it in slow motion, he moves his shoulder like he's hit waaaaaaay before the animation even comes out of the gun

Here's what I think happened...
Deputy starts to draw, but is much slower than Bane & Vanth.
Bane makes the choice to shoot Vanth first, hopefully to kill, but DEFINITELY to hit the shoulder of his shooting arm to disable it.
My this time, the deputy, although slow, had enough time to fully draw, so Bane unloads on him.
Vanth is totally incapacitated, has been outdrawn, & now will be even slower if he survives, therefore, message has been sent so there's no reason to walk over & just murder him

I think you are spot-on. And I still wonder what would have happened if that deputy didn't distract Vanth. The opening scene established that he's really fast. But is he fast enough to match (or beat) Bane?

I fully agree. Bane wanted to set an example. The deputy was a perfect target because he was so excited and certainly would not have been a great shot. He shot at Vanth to stress that he was serious. He was fully aware that Vanth knew he could have killed him as easily as the deputy, especially during a stand-off. However, the poor appearance of Vanth did not make him look like a "worthy" opponent either. I think some code of honour plays a role here, too. Similar to the Predator who prefers to kill armed people and lets unarmed women and children go.
