Perhaps it was indeed an early concept for Luke, but they decided not to go the "more machine than man" route. The fact that it's almost the exact same robot hand really makes me think that, but then again the hand in the "Hamlet" concept art could've just been transferred to Luke's character for cosmetic purposes. But dayum look at the robe in the "Hamlet" concept art, there are no sleeves and it closes at the neck..just like in the second teaser...and just like Luke in ROTJ.

How do we know that's Luke the trailer? We all thought it was the emperors hands on Anakin in the Phantom Menace trailer.

I'm not trying to start a war or anything, just curious.
Take your feelings about the prequels out of the equation, & remember this will be handled by the current team.
Would you be for, or opposed to seeing Hayden Christensen appear as a Force Ghost of Anakin?
For me personally, I'm not a hater on the prequels, but they were far from perfect. After much thought & understanding the reasons why, I'm not opposed to Hayden in ROTJ. If it was handled properly, I would probably love it. Maybe even give a good actor a chance to do something with a character, that he wasn't able to do before.
Just the thoughts of Luke in seclusion, communing with his father feels right to me.

I don't know. The idea of Anakin coming back as a ghost post-ROTJ is troubling. Would the galaxy react to him as a hero or a villain? The decades when he was Darth Vader is not something you can just brush aside like it never happened. But in answer to your question, heck no. That Episode III headshot is not what I would call Anakin at his prime at being on the light side, so it makes no sense to show he's back to what he was when that image was when he did some of the worst things imaginable as Darth Vader.
Well, who besides Luke, and maybe Leia, would even be able to see and hear him? The galaxy wouldn't really have any place to form an opinion.
Maybe if we could clean him up, trim hi shair, age him a bit, and try to get him looking a bit more like Sebastian Shaw did, and we could have young Obi-Wan and young Anakin.
But I still want to see an old and grouchy Mace Windy, with two cybernetic hands, show up in Episode VIII or IX to school Luke.

I think if they had a Force ghost it might be more powerful if Anakin appeared to Kylo Ren to try to stop him from making the same mistake.
