I wouldn't call it a treatment, more of a glossing over and so unexplored as to be mostly irrelevant. It was more a plot point than the theme of the film. They had to give Admiral Robocop a one line motivation that they could sling at the audience to explain why he was the bad guy.
If what I've read of the behind the scenes rumors are true, I hope Paramount takes Bad Robot out of the picture completely, so that fans can give Robert Orci an echo of his own sentiment:

How about we skip this, and go straight to a DS9 Movie, picking up with the return of Sisko... or better yet, how about they release DS9 on Blu
Use of force in response to "terrorism" vs police action (apprehension and trial).
You don't see how this could possibly relate to current political events? As in, the debate in this country about the use of armed drones.
I'm not arguing that the film's treatment of this message was well executed, but it's clearly there. Kirk and Spock debate it!
