I contracted in August 2015 to have a complete suit made and paid him a 50% deposit, plus an expedited service fee to have it delivered by the end of the year.
In December 2015, he violated the agreement by not delivering on time, citing "personal issues" which prevented him from meeting the agreed delivery date.At that time I agreed to roll the expedited service fee into the balance due. He said he would deliver in January 2016.
January came and went and he said he would deliver in February. In February he said he would deliver in March. I allowed those delays but specified I wanted it delivered or a refund by March 20. He agreed.
Now comes March and he writes and tells me he will give me a refund which I agree to; then he writes back 5 days later and says he can't give me a refund because he doesn't have the money. He blames the continued delays on his personal issues and says I should accept these delays as the normal way he does business. I will not agree to another delay and somehow he blames me for that.
He was very communicative at first when I was offering money, but afterwards each communication regarding status or otherwise has been initiated by me. He willfully violates the terms of agreements numerous times, and then blames his customers for not accepting his personal issues as a basis for the delay.
We have currently worked out a repayment plan but it will be some time before I get the full refund, if at all.
