I always that Davros genetically modified them.
I'm fine with it being a little vague. Every freaking time Daleks showed up in Davies' run it got more and more contrived how it was explained. Oh, here's ANOTHER group of Daleks that the Doctor didn't roast in the final shot of the Time War that obliterated the Daleks and Time Lords. Oh, and this group has superior numbers and tech to all the previous groups for some reason. Oh, and they have a higher ranking leader than the previous group. Oh, and the Doctor's companion kills every last one by sneezing.
How were they on Skaro?
Skaro was time locked along with Gallifrey.
I think if we figure out how they were on Skaro, all of the other Dalek-centric questions from this episode would be pretty well answered.

Agreed! A lot of agreed right there. SO far Moffats Daleks, regardless to the design have been far more properly utilized and have been a very strong showing. Sure the Doctor was a few steps ahead of them in Asylum but they were also really effective too. I'll take that ANY DAY over them being just about to wipe everyone and then their numbers are knocked down to three and a shoelace on a dinner plate floating in space defeated....again...

I still think the most effective use of them is in small numbers though. The episode "Dalek" had more menace than any other episode they're in. One seemingly unstoppable force is always scarier than going nuts and having millions of them.
One thought though, have they just given up on the whole Dalek storyline? HOW are there so many around?
Which begs the question... Why did nobody answer the distress call in "Dalek"?
