According to the online rules I've read in the past year or two, most of my regional Cons (several of which are owned and run by organizations that run Cons throughout the US) specifically disallow fully deactivated Airsofts\, unlike the example you posted.
Some of them also make comments like "Anything that looks like a real weapon or gun, even with an orange tip, is not allowed. If it is a replica of anything real or if a police officer wouldn't know if it was real or not from a distance, it's not allowed" which I suspect might rule out pretty much any blaster or whatever.
