This is Magical Exposure Threat Measurer which measures how threatened the knowledge about American wizards is to No-Majes. You could see it in MACUSA in film. As for the postcard you uploaded it was made specifically for the MinaLima shop.

I didn't think it was relevant as it's just kind of a gimmick and it's a picture of the president of Magical congress. But I can scan it up probably tomorrow.
