I think this suit is made by stark, hence the focusing eye lens.

And that's the best Stark could come up with? I'm definitely looking forward to seeing how they have written Peter into this movie without doing a full reboot of his origin and how he gets linked up with Stark. If Peter can build his own web shooters I feel like making the "shutter focusing" eyes work on his own costume should be within his abilities as well.
They might do the blame game for sometime bringing up the creation of Ultron, but the stakes are different and they have other timely matter to discuss at that moment.
I guess it's easy to Monday morning quarterback the events of NYC, DC, and Sokovia, but how would the government have done it any better? The one thing the Avengers had was autonomy. They had to freedom to react without being mired down by committees and red tape that could mean the difference between isolating an event to one city or becoming a global catastrophe.
And let's not forget that the events of NYC are a direct result of S.H.I.E.L.D. (boy I hate putting those periods in), a government agency, messing with something they had no understanding of and opening a doorway for Loki to come through. Had they just left the Tesseract in the ice none of that would have come about (in theory).
DC... S.H.I.E.L.D. again... and again, a government agency.
The biggest thing about Cap's position is how do you trust a government that didn't even know it was infiltrated by Hydra. How do you know when it's been completely purged of them? They're still popping up in Agents of S.H.I.E.L.D and were about to get the Yellow Jacket tech in Ant-Man, so they're still a viable threat.
Not even going into the whole thing about whether the government "superheroes" would be operating toward the best interests of humanity versus the U.S government and it's own shady interests. And what If the orders don't always align with the moral code of the heroes they're giving them too? Are they punished for not flying into a country and laying waste to people they might not have considered a threat when they were autonomous?
And, repeating what I said before about Ross... how can anyone trust that guy... and how the heck did he end up becoming Secretary of State after what happened in The Incredible Hulk?
