Whilst I don’t yet own a Balance Pipe myself, still nice to have been able to pick up some old documentation:

Rolls-Royce and MOD Manuals and course notes on the Derwent Engines.

So, I've been working on a new solution for balance pipe assembly. Here's my prototype. It slides into the balance pipe, then sets into place with three tiny set screws pushing OUTWARD to provide positive pressure on the BP. I used brass set screws, much softer than the inconel, so they leave no marks whatsoever.

Then, a long tube goes through the entire windvane, and secures on the other side with an M8 nut and washer. Everything is completely reversible, no glue or adhesives or O-rings. It takes all loads OFF of the balance pipe and thin windvane parts, loading all stresses onto this part. I made it out of TC4 titanium in order to be super strong.

Aaaaaaand, it's got a nice big 22.3mm inner diameter at the balance pipe!!! Meaning it can take a blade (I plan to make my saber light up). The whole thing is hollow with a 4.5mm thru hole big enough for NPXL or other LED wiring. And, if you prefer the look of the screen-used assembly method, you could pop in a faux piece to give it that same look. Best of all worlds, and doesn't put any stress on any of the original parts.
