I'd have to agree. Green all the way. And I'm pretty sure McGann's new one is, too. Green coat is McGann's thing.

I'd be interested in seeing detail shots of the back though! This is one I really want to look into myself, been scouring for the right brocade.
 
Again, I disagree. I still say that both coats are black. That greenish hue comes from the breakdown and lighting. Also, I don't see anything even remotely green about McGann's coat with the stripe across it. That looks like a black coat under the bright white lights used for photo stills.

Look at these screengrabs from A Town Called Mercy. And if you actually watch the episode, and see the coat and how it looks in motion as opposed to just the stills. The Mercy coat also looks like it might be velvet, which is what's creating the sheen.









 
I'm sticking with green on both counts. I could be wrong on McGann's, I don't think I am, but it's possible. No way is the Mercy coat not green, though.
 
That's basically what the civilized part of the internet is, so yea.

Just a quick reasoning though. I've got some black silk velvet here in front of me, and it doesn't reflect light like that. It's actually incredibly dark. I could see poly velvet maybe doing that, but that coat looks like silk velvet to me.
 
I think the breakdown that the wardrobe department did play a big factor in that. I'm willing to accept the possibility that I'm wrong, but to my eye they look black. Plus my 17 years in film and being very familiar with the techniques and materials used in breakdown, as well as how different they can look to the naked eye and on camera after that's been done, leads to me believe the coats are black.

I doubt McGann's coat was custom made for the webisode, and green frock coats aren't overly common on the market :)

Going by screencaps isn't always the best way to compare. Go back to my photo, while yes it is a still it also has black pants and more black clothing around it.

As for Mcgann if you see black on black, perhaps your monitor profile is off. Black has a specific way of interacting with lighting and post colour correction plays into that as well.

The exact same conversation happened with Anakin in ROTS. People were SURE it was black, despite promotional imagery and how black interacts with light and it was brown. There were a lot of people involved in those too.

As for the frock not being custom. I'll bet it was. It's Less to do with colour but more to do with with the fact that they make things like this for the show all the time. Easier to make one that has to have a clean version and a distressed version than to find a couple exactly the same.

This is a screencap from the making of the mini episode. I post this as the foreground has a black softbox to compare the Doctor's coat to. The coat appears green to my eyes.

It seems like a green's version of Midnight Blue to me, basically made a very dark color, so as to look more black than black under strong lighting.
 
And the shirt is ivory or off white with the little cravat being navy blue.
And the waistcoat is gold with a floral design in a darker color. Nothing terribly detail intensive besides the waistcoat.
