Is there a glue that dries without leaving a visible glossy layer? Might look good if you stuck some loose hairs on around the hairline just to make it less of a sharp edge?
Don't glue the hairs, punch it in. There are tons of threads on how to do that here, just give it a search.

I'm not an expert, but I've been doing the same thing myself glueing hairs on a resin bust I just finished painting. It's turning out pretty nicely.
Just use normal Elmer's glue thinned down with some warm water. Using tweezers, dip 3/4 in and adhere to your bust.
Just make sure that you follow the pattern of the eyebrows, hairline etc. for proper placement. Place the bottom hairs first and take your time.

Yep, I'm doing the same right now. I just did a majority of Arnie's left eyebrow using this technique (I used superglue instead though). I like the results but a what a pain it is.
The hair, on the other hand, was pretty disappointing. I'm thinking it's the hair line and the fact that it's hard to do a hair fade look like he had in T3. It looks more like a T2 arnie but oh well. I honestly think this is the best I can do personally with the wig:

I was going to do a T2 arnie after this bust but after scoring some accurate gargoyles, a T1 is a must for me. I'm going for this look:

Some plastic surgery (or in this case, apoxie sculpt surgery) should do the trick.
