Sealing Craft foam... How to do?

Does anyone know how to seal some craft foam? I want to make it hard to sand it a little before painting. I was thinking that some Polyurethane casting resin (brushed on) would work, but I was thinking maybe someone with experience had a better suggestion.

I will be using adhesive backed craft foam on top of a sculpt to make some raised sections.

The trick is to prime the foam with PVA glue before brushing it with resin and to layer it, brushing the next layer of resin before the first layer has fully cured. Rotocast-type resin would be preferred for larger pieces because it cures slower.
I don't know if your type of foam is different than the one XRobots uses, but my gut feeling tells me that it should work just as well.

I think Elmer's Glue would work, but I have literally NO experience with this. I just recall it from somewhere online.
