The best material would be pink insulation foam covered with a few layers of fiberglass.
 
I would suggest ply and/or MDF. I dont think you'll have too much success keeping the weight down unless you used light weight aluminum or other similar material. Another option is to create the base and vacuuform a cover to prevent too much wear and tear - but that's going to happen with any high traffic prop. :)

I think its going to have to be hard foam sandwiched in balsa with a cover of fiberglass mesh or paper mache. I think the glass will last longer .under the foam will have to be plexiglass cut in circle. It cod also be two plys of Plexiglas with a thin strip of plexi heated and bent Round the base then epoxied
 
I'm a little concerned about the weight vs strength of the material. I don't think foam, balsa and paper mache are going to hold up to the weight of a full grown person - let alone many people during a convention or show. I still think ply with supports might be a good path forward? :)
 
I still think high density pink insulation foam that is coated in a few layers of fiberglass with get you through a con. It is the lightest you'll find. As far as the glass part, the lightest would be plexiglass. Still this will weigh over 30 lbs or so. If you want to give the illusion of a plexiglass disc on the bottom, maybe just use bent aluminum tubing and not put and plexiglass on it. It will give that look of having a base to it.
