We literally put this costume together at the last minute, and manged to get the whole thing looking pretty good in less that 24 hours. She made the emblem and belt buckle out of craft foam and silver vinyl (only on the buckle, though) while I put the shirt and pants together with a little help from the Costuming Calvary, aka "My dearest mother" (that funky zig-zagging seam across the chest had me ready to disembowel myself with the scissors...).
She was very proud of her cape.
The emblem isn't permenantly attached - she glued a little pin-backing to it and stuck it on that way so that it could be taken off for easy cleaning.
The boots (originally purchased for Sailor Moon) and skirt (of strange and dubious origin) are store bought and have been sitting around in heap of random costuming stuff for ages.
She was going to tease the crap out of her hair and really work the 80's Chic, but there just wasn't time, since she most of the morning before work on Halloween making the cape.
I think the most interesting thing about Halloween for us this year is that we both used the same pattern as a starting point. :lol
