Need help trying to fur/felt a full scale plastic horse

I attached a pic of a purple felt toy (Skeletor's cat). It's a felt like substance over a hard plastic. I am converting a full-scale plastic horse to look more real. Several details like the ears, nose, eye's, mane, tail ect.. will look very real. I don't want to ruin the rest with a black paint because then it will look like a painted plastic horse. I was thinking about trying to do what that toy looks like. It's like a felt so there is some texture. Does anyone know how to do something like that? Is it like a felt dust poured over an adhesive?

Any ideas on how to make the body of a plastic horse look more real would gratly be appreciated.

I believe the technique used to achieve this is 'flocking', I havent had the fun of trying it yet, but you may be able to find some good resources online with that keyword.
