Materials for underwater use?

I'm trying to modify a neoprene wetsuit, specifically to add silicone scales. Is this a good idea (should I use other materials instead)? How should I go about doing it? Also, does any one know a good paint for silicone/latex/rubber that won't fade or get messed up in fresh/salt/chlorine water?

the single best paint for silicone is fuse fx silicone paints. its a platinum silicone and wont work on tin cures due to inhibition issues. if you go for a tin cure system i would recommend tinsil gel 10 for the scales and paint with the same silicone mixed with oil colour and thinned with either de-limonene or naptha. as for adhering to another material, silicone is notorious for not bonding to anything but silicone.... but there is a silicone adhesive that is excellent and strong as hell. its called elastosil A07 silicone adhesive from a company called wacker it also makes a great primer for silicone paints. its not cheap and needs to be thinned with heptane too. for a platinum cure silicone i would go with either platsil gel 10 or my current favourite platsil gel 00. the same adhesive will work on that too.
