Help with 2 part resin that's not curing 100 percent

I think the mix was slightly off and the resin is tacky. Is there a way to remove it? I used it on some 1/6 scale heads to gloss the eyes, but it won't dry.

sometimes adding low heat can help, I wouldn't try to strip it off something that tiny. You may be able to spray a matte clear over the whole thing to reduce or eliminate the tack, and then go in with some gloss on a brush and just touch the eyes up. I'd just spray some gloss clear lacquer into a cup and use that.
 
What resin did you use? Some clear polyester resins are made to remain tacky, to allow bonding with multiple pours. The surface that's exposed to the air will remain tacky for some time. Some brands make a curing agent that you apply to the exposed surface to force it to cure.
 
Working in the Urethane industry for 8 years now, I would go with additional heat to try to set it. Generally in urethanes if the reaction can't generate enough heat internally it won't finish the cure/skinning process.
