I was able to join the Wall-e Yahoo builders group about 3 weeks ago. I think approval came in less than a day. The group is active and has multiple postings every week.

Make sure you say you are in the RPF when requesting to join.
Don't just say hi.

Me and my students are interested in this and have applied to the group, as of yet no response, but this was on Friday, so plenty of time.
