EVA Foam finishing question - Mod Podge

Hi, newbie cosplay guy here, new to EVA foam as well. Working on some Bat-glove armor I used Mod Podge to coat and seal the pieces before painting and it worked great for making the foam feel tougher and not look like EVA foam anymore, but it has very obvious paint streaks in it that remain even after quite a bit of sanding and are very noticeable after painting. I used a synthetic fiber paint brush to apply it.

Should I just be more careful? Use a dry painting technique so I'm applying less mod podge per coat? Dilute the mod podge with water?

Also there is a Mod Podge brush. A small one and a big one. They work great. I used the small one to seal my foam Origins cowl. Hobby Lobby carries them.
 
I haven't tried any glue for finishing, but I would definitely suggest a foam brush over any sort of fiber brush. You can get them at Walmart or any craft store. Foam on foam tends to look smoother when dried rather than having little brush trails everywhere. Also, have you tried Plastidip? It doesn't have the same glossy look, but there are no streaks and it still has a bit of flex when dried. I wonder how it would work having Plastidip and then brushing glue over it....
 
I've used both the foam brush and the brush sold by mod podge. Mod podge brush does much better at getting into little crevices and such. Much more even in my opinion than a foam brush.
After lightly sanding the mod podge you can also put a couple layers of plastidip to smooth out the surface further. It's what I do before I paint.
