Jeffrey Combsalso played two Weyouns in one episode, but I don't know if I would count that. He first played Tiron in the DS9 episode "Meridian". He was a Holosuite Guest in "What You Leave Behind". He also played Penk in the Voyager episode "Tsunkatse". I think his recurring roles in the DS9 (both of them) and Enterprise were his best roles (in Star Trek) though.
I doubt anyone wants to count Shatner playing Kirk and Kirk's brother.
Martha Hackett played Seska on Voyager and a Romulan on DS9. Plus she did some voice work on several Star Trek video games as various characters created for the games.
Kurtwood Smith played the Federation President in VI, a Cardassian named Thrax on DS9, and Annorax on Voyager.
Robin Curtis played Saavik in the movies and Tallera/T'Paal on TNG.
