The grooves are based on live action Kenobi helmets.This shot is what I was referring to. This looks painted on to me.
1. The specular highlight on top of the tube stripes, as if it was an unbroken surface.
2. The grooves wouldn't be this visible from the front if they had been recessed. Compare with the Black Series prototype in the video, where you see only white from this angle.

And BTW, I think the same helmet's tube stripes were made to look painted-on in the Clone Wars series also.
As the regular helmets in ROTS, there was simulated paint chipping, with weathering layered on top.
I agree that in Ahsoka they are painted or decals instead of grooves. Furthermore the Black Series helmet has 9 stripes, whereas Rex should only have 6. The size of them are also different. The product description specifically says it is based on his appearance in Ahsoka. Hasbro bothered to resculpt the visor from their clone helmet to be accurate to Rex. I don't think it would have been that much trouble to at least remove 3 of them if they insist on having grooves.
