Get a helmet and armor kit from a reputable seller and put it together. After that you can get the suit, boots and so on. But I'd always start with the helmet and armor.

I finally broke down and bought the ANOVOS AT-AT driver and TIE FIGHTER costumes for my display. I know this has been asked before, but where do I get screen accurate boots?

You don't. An exact match has never been found. Best bet is to get some moon boots that look close. You'll probably have to paint them gray as well.
