Yes the disk had to be there when they added the grill. The receiver with greeblies was painted after the parts were added. Either there was some problem with the disk and it was removed, or it broke off.
I tend to think the "hole" is actually just paint and not an actual hole. If it were a mounting hole the disk wouldn't have come off.
If the circle was actually milled I'd expect damage to the underside of the sliding rail. In photos it looks like the rail is fine but just missing paint from when the disc was there (instead of a semi-circle cut out where a milling bit hit it).
It has probably been said on the RPF before but the "Disk" most likely was already on the lower receiver when they built the prop otherwise they would not have needed to cut the curve in the grill to let it show or be out of the way of what ever may have been there.
If it were painted, they could have just painted over it when they painted the grill.
