here is a costume that my GF made for a con that we had this last year.
the wheel blade (hoola-hoop of doom) was made by me from foamcore and cast resin (for the sculpted k-9 skulls and all the small human skulls were hand crafted and casted the same way) and lots of sweat and tears.
the hat and shoes were made of pleather and fabric - reinforced by a wire frame.
the armor pieces were made from foamies and as the reference suggest they were not sealed and painted (only a bead of puff-paint), the raised details was achieved by inserting metal wire between two layers of foam.
