Correction it may be a new Strorm Trooper armor blending Clone Trooper aspects. Hard to tell from the trailer but it looks like it pans from the back of the trooper to his hand.

While the live action Pau'ans we've seen to date have had tall heads, don't forget the Rebels art style is exaggerated. That means the Grand Inquisitor's head isn't as tall as some. The comics have been giving him a shorter head for awhile now.

I normally don't try to die on these hills, but between what we saw in Book of Boba Fett, The Mandalorian Season 2, and even the trailer for this, I've gotta stand my ground... This is just Lazy filmmaking
We can sit here and talk about StarWars all day long.. our favorite parts of it... Be it the OT or be it the PT... Sure we might not agree on everything in terms of what they did, what they show, and how they were executed, especially in regards to the PT...
But there is one thing I will argue that I think we should all be able to agree upon.
The OT and the PT are a lot of things, some timeless and memorable, some flawed and sorta silly, but there was one thing that they really never were.. and that was Lazy (ROTJ's piss poor editing aside)
Disney StarWars is simply unbelievably ******* Lazy, and they should be called on it.

I understand the argument about exaggerated animation styles but in the VERY least, shouldn't the Inquisitor at least have a long face... not a round one. Even if you don't want to go all prosthetic... just get a tall, thin actor and he'd looks much closer to what everyone is expecting.
