Okay, I'll try this again.

I have some badges with blank panels. Can someone please tell me the best way to make clear decal/labels to place on these panels? I'd love to be able to mock up some of the badges as repros of my favorite TV/movie props.

Can you not print on to transparent labels and cut to size ?
You can get those labels from most office/printer suppliers.
 
What he said. Thats how I did the Sector 7 badges. There is a matte and gloss finish. Gloss tends to hold the ink better. I suggest if your using self stick label paper to lightly dust the final printed decal with crystal clear or matte finish to seal the ink. You can also do a water slide decal but those tend to not hold up as well as the decal way.

This is a Beverly Hills Cop, Axel Foley wallet I did a while back on the cheap.
The badge isn't correct, it's an unfinished blank which I gold plated.

And a few others as well, all cheapies. As I said before this is a budget hobby so if badge numbers and things don't match up it's no big deal :)
 
This is the only one I have and aside from an iRobot, the only one I wanted.
I would like a nice hard leather belt clip cut out in this shape, any ideas where to get one?

that appears to be a reproduction of the curent issue and is not legal. prop badge looks nothing like the real one
It is very close. I actually talked to a D.O.D. employee about it, because I was concerned. He said (and you can notice this from the cutout in the wallet) that since it is smaller than the actual size and the lettering is embossed rather than imprinted, it differs from the original enough to be considered a prop, or an "XL mini badge". I know the federal badge laws are strict and I made sure to consult someone about it, but yes... it is definitely worth mentioning.
