So are we going with the idea that due to production lineage this hilt is Saesee Tiin’s and also the Anakin Arena hilt?

Seems like it. it was used in the Geonosis Hangar for the Anakin Dooku closeup (Ep2), then that same model just got assigned to Saesee Tiin by LFL after Ep3. It seems that in the promoshots as well as film he never had this saber but just got assigned somehow as shown in the book, magazine sheet & poster.

All the non-main character lightsabers in the PT are a some combination of a handful of base parts with a little bit of custom work. They had five or six models and cast them for off the rack stunt sabers so they show up all over the place in random shots.

I'd love for somebody to do a run that had all these parts so people could mix and match them.

It may have been made to be held by Anakin in close ups. But the one Hayden holds while he's getting zapped looks to be the regular Kia Mundi saber made from resin/metal combo. You can see the contrasting shades of metal and silver paint, the black o-rings, as well as the big silver button on the bottom.

Although when it falls to the ground chopped in two pieces, the covertec is situated high up--matching this new saber.

This is why I kind of always assumed that at least for Anakin the KAM version was his hero as well, and the resin was just for stunts/the hilt cut in half special effect.
 
The "chopped" saber has always looked like CGI to me. I don't have any knowledge that it is, but it sure looks like it to me. Especially the "resin" body, which is too bright and has that early-2000s CGI "glow" about it.
 
The chopped saber is definetly the Saesee Tinn one, I do agree that it looks a bit odd but I don't think CGI could look so realistic back then.
