For the cones on top, I'd suggest blue painters tape around the steel cones to protect them. Then get several cans of expanding foam. Build a cardboard disc just inside the tubes, squirt the foam inside and let it set up. Once dry, sand down the foam to a basic shape. You can bondo on top of it to smooth it out.
Or just use some insulation foam. That might save you a step. I just don't know how much it costs and the expanding stuff is less than $5 a can, if I remember correctly.
