This is my understanding -- this is the movie that kicked off the in-universe popularity of the character, and (again, in-universe) the toy is a merchandising tie-in to this film. An alternative to that is that there was an animated character, and possibly this movie is a more "adult" and realistic updated interpretation of that, again in-universe (as well as in our reality). That might better reconcile with the video game we saw in the beginning of Toy Story 2, in which the depiction of Buzz Lightyear matches the toy, rather than the version in the upcoming movie.Looks to me like it's kind of "in universe media"; like it's a movie that would have been released IN the toy story universe. Perhaps it's the movie that Andy watched that made him want a buzz lightyear toy. That sort of thing.

Keeping the parallel between our world and the one we've seen in the Toy Story films, Buzz was a hugely popular character 25 years ago, so the time would now be right for an updated, reimagined take on the character that the now-grown children who loved the toys and other tie-ins might want to see -- and again, that is true both inside the world of the films and in our world.

Chris Evans is the voice of the real Buzz Lightyear. Tim Allen is the voice the toy makers used to voice the toy based on the real man.

There was also the animated TV-series Buzz Lightyear of Star Command, with Patrick Warburton doing the voice. Why Chris Evans and not Patrick Warburton?
