Evans is also way more marketable at this point, because to the majority of this films audience he’s Captain America and that’s a draw

I’m also curious about when or where this takes place. Because if it’s the “real” story that inspired the creation of the toy then Andy’s world is suddenly very different from ours. Stinky Pete talks about Sputnik in TS2 so I always assumed the space race played out as normal.

Looks to me like it's kind of "in universe media"; like it's a movie that would have been released IN the toy story universe. Perhaps it's the movie that Andy watched that made him want a buzz lightyear toy. That sort of thing.
This is my understanding -- this is the movie that kicked off the in-universe popularity of the character, and (again, in-universe) the toy is a merchandising tie-in to this film. An alternative to that is that there was an animated character, and possibly this movie is a more "adult" and realistic updated interpretation of that, again in-universe (as well as in our reality). That might better reconcile with the video game we saw in the beginning of Toy Story 2, in which the depiction of Buzz Lightyear matches the toy, rather than the version in the upcoming movie.

Keeping the parallel between our world and the one we've seen in the Toy Story films, Buzz was a hugely popular character 25 years ago, so the time would now be right for an updated, reimagined take on the character that the now-grown children who loved the toys and other tie-ins might want to see -- and again, that is true both inside the world of the films and in our world.

It really looks like to me without listing any specifics ( spoiler like guesses ) as i have watched that trailer
about 20 times now
all i can say is the pixar must have some big star wars, farscape , stargate and star trek fans as i think
i know how they are going to or might approach this if you watch the trailer really close

i am almost 50 and it really made me feel like a kid again and yes i will buy the new real based on toy buzz figure
and ship ( i really hope we get )

only wish this would have been a surprise christmas movie
 
Maybe it’s a setup for a Toy Story 5 that centers on “our” Buzz facing the reality of being rebooted and replaced by a younger toy (the one based on the movie). Then he would be coming full circle.
 
Imagine the Pixar scene:

The "real" Buzz is sitting at the kitchen table, looking over old family albums, reminiscing. His upcoming flight that may take him away from his family, his life on earth forever, just days away.
An older, slightly stooped version of Buzz steps into the room, adjusting his glasses.
"What are you doing, son?" he says in Tim Allen's voice.
Darting his gaze eyes up towards his father, Buzz says "Just reminiscing dad, trying to burn-in the memories for good this time".

His father sits next to him at the table, thumbing through the photos and albums with his son, adding little to bits of trivia, laughs, and memories here and there. A real father&son bonding moment.
With a slightly whispered breath, Buzz finally says "I just wish mom was here."
His father, the senior Lightyear (in Tim Allen's voice again), rests his hand on his son's shoulder and finally says, "I do too."

Pregnant pause for 3 seconds.

We then here the back door open and in stumbles an elderly woman with too many bags of groceries in her arms.
"Well, is one of you going to give me a hand with the groceries, or what?!"
Buzz jumps up and says, "Mom! So glad you're back. Did you get the ice cream like I wanted?"

This is my understanding, too. This is the movie that's supposed to be what the Buzz toy in the films is from. Which is an absolutely bizarre concept to me. It's already got this built-in, fictitious success that's going to just will into existence a real success where there will be toys and games based on this made for its marketing.

I am both won over by its cleverness and frightened that the mega-marketing machine works. I also don't suppose that a Woody "Howdy-Doody" revival-esque show would be a big hit.

The canonicity of this movie is of the utmost importance and I will not rest until it’s clear.

I’m standing by that this movie is a movie in-universe that is meant to reboot the Buzz character for a younger audience (i.e Andy’s kids)
 
There was also the animated TV-series Buzz Lightyear of Star Command, with Patrick Warburton doing the voice. Why Chris Evans and not Patrick Warburton?

Or is this a reboot, making the TV-series non-canon?

Evans is a much bigger name. Also the cartoon wasn't 100% true to what we saw in the Toy Story movies. The little green aliens were a Pizza Planet thing (they even have pizza logos on their uniforms), Buzz doesn't seem to recognize them, so they shouldn't have been in his show.
