The costume consists of two layers, not counting the black under shirt Orlando wore to stop any rubbing from the quiver harness.
The Silver Shirt:
It was essentially a dickie. The quiver pack was held up by an under harness that went under the silver shirt and sat atop a v-neck black shirt that Orlando wore. It's made from platinum silver silk dupioni. The actual silk can be found at Silk Baron.com. It's titled "platinum". He provided the film with certain dupioni, one of which being Legolas' silver shirt.
The only full silver shirt was made for the Lothlorien scene. It was NOT the same shirt underneath his jerkin. A good shot of the belt buckle:
The jerkin is made from a light to medium weight suede. The color varies due to film color correcting. The best view of the actual color can be found from photos of the TePapa exhibit that toured back in 2005. I went to the Houston exhibit, and this pic is the closet to the color in person:

The jerkin was made with a sealable hole in the back to run the quiver straps onto the harness.
The quiver straps that you see on his costume are fakes. The kit is FAR too heavy and the straps would buckle the costume. I know this from personal experience, and now I'm making an under harness -_-.
His bracers are made from dark, almost black leather and are etched in a vine pattern, then inlayed with gold.
All of his leather is tooled/stamped. The buckles were handmade.
His Lothlorien kit:
His boots aren't boots at all. My friend is in personal contact with the cobbler from the films. He had the actual shoe-maker make his Aragorn boots for him, so when I asked him to ask the guy what Legolas' shoes really looked like, he sent me this:
"Legolas boots are not boots. They are short elastic sided jodphur type boots and wih wrap around leggings which look like boot shafts. Easy for anyone to make the leggings velcroed around ordinary pull-on boots. So no, we did not make them. "
