They do. It is a wetsuit, which is why I used a wetsuit pattern. I did not use neoprene, which is what wetsuits are made out of, because it is VERY expensive. Instead I am using ponte, which stretches but is very thick at the same time.
For the stripes, which I am finishing up now (I will post pictures soon), I am using bias tape, which is already folded over and in nice, neat strips. In order to sew them on correctly, the person wearing the costume had to put it on, and I had to pin the stripes to the costume while it was on his body. This was verify difficult because the fabric is very tight, so you should probably get someone you're comfortable with to help you, lol.
For the mask, it was very trial and error. I will try to post a pattern once I'm finished with it. It's basically two sides and a strip down the middle. I haven't sewn the stripes on that yet. I'll make sure I draw out the pattern and everything before posting again.
As for his nightsticks, we used PVC pipes that are only a tad bigger than an inch across. Home Depot sells them precut at a perfect length. We stopped by a performance bike shop and picked up two packages of bar tape. The bar tape was cool because it came with two little plugs for the end of the bike handles. Well since I used two packages of bar tape I got 4 plugs. One for each end of both nightsticks. They fit perfectly. I put them in after wrapping the pvc in the tape, so that it hides the raw edges. I used a strip of belt material from Joann fabrics for the straps at the end. I'll post pictures of them as well. I just am working on this with a deadline so it's hard for me to get to the computer.
EDIT: THE MASK-
Here is a picture of the mask in progress. I am wearing the mask but it is too big for me because it was made for someone else with a larger head. I also ran out of yellow bias tape so the top stripes aren't all there:
Now, here is a pattern explaining how I made it:
Basically, you cut the larger part, part B, on a fold so that there is no center seam. Now there will be a big gap from the eyehole up, because there is no center seam we are putting the seams under where they yellow stripes go, so that they are hidden. That is what the rectangular piece is for, it starts at the top of where the eye hole would be, closing in that gap, and stretches back to the very bottom of the mask in the back. I wrote down the measurements of the mask I made on there, but you might want to measure your head when you make yours. Make sure you make this out of stretchy fabric. Again, I used Ponte. If you are going to use a fabric with more stretch, you will have to take this in a bit, as it will stretch more. Remember it is better to make things bigger than your size than smaller, you can always take a seam in, but not always out.
