Anyways, can the pep model of the helmet mentioned at page 2 be worn after the proper treatment (resin and fiberglass)? Cos im a big fan of the NCR Ranger Vets.

it can be worn after just the resin treatment,
though i will remind you that i made my cardstock version just to get a feel for the shapes, and then i made a brand new "pep" from sheet styrene instead.
though i could not see why you could not just stick the styrene ontop of the cardstock as another possible option
what size tube did you use? (both the corrugated gas line and the abs tube)
could not tell you i'm afraid, since the tube i used i had to cut and heat shape to make bigger, because i could not find a tube big enough

no, sorry, i'm not 100% happy with the cape, but i can happily tell you it's just a combination of taking my measurements and applying them into a basic "vest" that fits me well, i then used measurements of my arms to make the sleeve pattern, and attach it onto the 'vest'.
extended the bottom with panels, and added a collar i felt was appropriate.
that may sound like a "how the hell did he do that?!? that's not easy at all!" moment, but i want to point you in the direction of a book that pretty much covers fantastically detailed steps and methods on how to make a perfectly fitting vest, how to make sleeves and ton of other techniques i never actually used.
from my scarecrow costume to my NCR ranger coat, i've used techniques taught to me using this book.

and the book is written well enough that you really can go step by step and make almost anything you want.
though for a duster coat i would encourage you to add some extra space to some of your measurements, as otherwise it may be a little tight
(i personally made two copies of the coat, one a sort of mirror image of the other, and put it inside the first, sewing them together, to get them extra thick and heavy, which honestly makes it feel like a real rugged coat, and also feels like quite a bad ass)
