I think it would be much cooler to make a pep helmet that framed the eyes and nose, like a Batman cowl without the ears, and drape actual cloth on it. You could easily glue the hood down so it won't fly off, and make the inner shell very low profile and securable to prevent any shifting.
Maybe even an Avengers Cap helmet would work. Just scale it down a little.
Got me thinking... I always loved the hooded Cobra Commander over the domed one.
Could be a cool project for a display piece. I may just try that next!
