captain america straps to heater shield

So I'm starting to build a heater shield for captain America, but before I start I cant for the life of me figure a leather strap system for my arms and BACK. I have seen pictures with a old ww2 strap on it. Like this in the picture, What is that for?

The leather belt can be expanded to toss over your shoulder when dressed as Ultimates WW2 Captain.

The OD green canvas strap with hook, clips on to the suspenders when wearing the movie POW rescue uniform.
