After scouring the web for a couple days, I've positively identified the Operation Binders as being Ergogrip Binders from a company in Sweden. Here is their website:

If you go to their "Assortment" section, you'll see there are 2-ring, 3-ring, and 4-ring versions. I'm pretty sure that BSG didn't use the 2-ring version because the rivets on the spine don't match up to the auction photos of the Operation Binders. Unfortunately, every stock photo I've seen of the Ergogrip binders from the side appears to have the 2-ring rivet placement.
I have the auction catalog and just looked over all the descriptions for the listed Operation Binders and none of the descriptions specify the number of rings in the binders although a couple have been listed on e-Bay and have been described and being 3-ring binders.
Does anyone have a screen cap of an open Operation Binder to see how many rings they have (3 or 4)? Or did anyone win one of these in the auction who can chime in?
Alternatly, these binders appear to be sold in the UK under the name of Guildhall Ergogrip Binders and are available (at least the 2 and 4 ring versions) through UK Staples office supply stores. They're also pretty expensive... If someone had the time and could go into a Staples and take a picture of the side of the 4-ring binder to compare to the Operation Binders, that would be very helpful!
