Any Anime Costumers out there?

Is anyone out there involved with Anime cosplay? My daughter has presented me with a unique challenge in creating a set of "wings" for her character "Flandre" and honestly, I have not a clue where to start on this... If you are not familiar with the character, she is apparently some type powerful demon.... I don't "get" anime, but would love to be able to do this....

I found this walk through for the same wings that might help. It looks like they used PVC pipe for the wings with a string of lights threaded through them.
