I am trying to think how to do it i see what you mean i am thinking of chpping the top off the shoulders and resculpting it that way?

The shoulders have always been to high i think so taking them down may be the solution

Cut through the red lines, and ass filler on the green lines. Do I explain?

Or as you said, you could cut the chest around the middle, and glue it on again, this will give the feel of the shoulders being lower and the chest lokking better.

It won't, what I have explained int he pic is what I did with photoshop. BTW, I'm not a trooper expert so I think it'll look better but don't take my work as the best :lol

The image your using is deceptive as its shot from the top down the straight on one would be better

You're correct, then just make a cut through the middle of the chest and glue it on again.

Too late i chopped his head off !!!
I think you have cracked it there was something just not quite right and to me it now looks more aligned?
Need to trim his arms down and do a lot of work to tthe top now Damn it never ends!

Much better. I don't think you need to trim the length of the arms. Just grind away at the shoulder bells. After you got that shape right, you can start with the bicep armor, getting that into the right shape. Then work your way down to the lower arm armor.

Though... you may be right. You may have to trim a little bit more off the bottom of the bicep armor as well and raise the elbow position a bit further to accommodate the new chest proportions.

I think you don't need to cut the chest, just sand a little bit the bottom of the pectoral to make it a bit more angled, I think that's everything it need looking at the last pic.
