What to wear to a 90s themed party?

At the end of next week I'll be going to a 90s themed party. I'm currently slowly working on two 90s costumes (Data from TNG and Korben from 5th Element) but neither will be even close to done in time. I have pretty much no free time before the party to work on anything. So can anybody suggest something that would be really easy to throw together on a modest budget with no time, but still look really good? Can be from movies, tv, anything 90s.

Bright neon-colored shirt with a backwards baseball cap, tiger-striped button up shirt, nylon shorts (with bright neon-colored shapes), and a pair of devil sticks. Swap out shorts for ragged, baggy jeans for a grunge look. Totally 90's.
