4) No, there is no cancellation fee.
5) They said they are pretty far along, and should ship in Q2 of this year, so sometime before April.

Tim hinted in another post somewhere that if these go well, they'll keep making them (read: the other weapons, not increasing the edition size).
Just to be clear, Tim said they were far along and would be shipping by the END of Q2, which I took to mean by summer (June/July). I think there's a bit of lead time here from pre-order -> payment.

Actually they're not completely static. The rhomboid grey panel slides up and down, an LED lights up and the circular doodad it sits on starts to spin. Or is that a different gun? Something you see in the closeups during the gun-testing scenes. Grey panel looked the same.
Surely you're not talking about the WETA replicas.
I bit the bullet and pre-ordered one. So now there is one less out there for everyone else.

Since I too remembered that there was something lighting up and moving on the side of the Arc Generator in that scene, I rewatched it yesterday and it definitely looks like the lights and movement were digitally added in post-production. When you see Wikus's Alien-Hand on the trigger of the Arc in the monitor, there are no lights.Actually they're not completely static.
