I was looking into using some of this same type of foam for some large wings I'm going to make, and I was trying to find the "Plasti-coat" that you mentioned, and I can't find it with any amount of Googling, only companies that can do it for you.
Do you mean that you use the same type of rubber vinyl as the Plasti-DIP stuff? Or is there another way that you could use to seal this foam?

I'm in NC too and I get my plasti-coat at Ace Hardware. They have Red, Black, and Yellow. Hope this helps.

I think so, I shot a few bumpers with them, but i haven't found anything yet online, then again I've been recovering from the insanity of that convention.
