I can't believe those two just watched the governor mow those people down. Any decent person would have shot him right in the head. I hope all three get eaten slowly.
I think it was because they were in shock from seeing what the Governor did. Obviously they knew that the Governor wasn't the nice guy that he appeared to be to most of the folks at Woodbury but I don't think that even they knew just how ruthless and insane he really was; gunning down some random soldiers, or taking on Rick's people is one thing but gunning down his own people came as a complete and total surprise to them which is probably why they didn't do anything. By the time it set in that the Governor was truly insane and had totally lost it they were too scared to do anything for fear of being shot themselves, with the state the Governor was in if one of them so much gave even the slightest hint of disapproving of what he did, much less hint that they might do something about it, the Governor almost certainly would have gunned them down in a heat beat.
