I have to ask: When you first took the jacket in did he measure it with you wearing it or did just put it on counter and tell him to add two inches?

I put it on, he took the measurements. Looked in the sleeves and saw the extra leather in the cuffs, and said there was plenty there for him to use.

He just didn't do what was asked of him.

Nope, I "sold" it to the alterations shop.

At least it was new and you had the receipt. I do worry about some of my more expensive coat/suit replicas that I would have a hard time establishing a fair value on them.
