In one of the trailers we hear "He is one of our best agents." or something like that. An agent sounding name would be....Gary 7.

Gary Seven was not an agent for any 'Earth' based organization. He was a human brought to Earth by an alien race for the sole purpose of ensuring that humanity didn't destroy itself. I don't think blowing up cities on Earth is one way to accomplish such a task.
And for Star Trek's sake, further developing the concept behind "Assignment: Earth" is a very bad idea. Not only is it hardly a Star Trek episode at all, it actually contradicts one of the Star Trek's messages in that Humanity has grown as a species to put aside prejudice and greed because we humans are awesome! How do you convey that message when we only got to that point because we had help from an unknown alien race?

Star Trek's position is and has always been that we CAN acheive that.
And Assignment: Earth's message is that we as a species could never have survived such a growth without completely obliterating each other unless we had help from an unseen alien race. So which is it? Did humanity accomplish these tasks on it's own, or did we need to be babysat by a higher degree of intelligent life? This was after all the aliens' plan for six thousand years.
Weren't we fighting among ourselves until the Vulcans initiated first contact? If they never did that, it is possible that we would have destroyed ourselves.
