Although, to create the liquid stuff I used, I just used bought a 1$ bottle of rubbing alcohol and cut open a neon green highlighter, popped it in there and poof, blacklight reflective liquid that is pretty bright.
If you want it brighter, just keep adding highlighters.
I've used florescent tempera powders mixed in water for UV photoshoots in the past. It gives a very similar effect, dirt cheap and they come in a full spectrum of glowing colors.
Well, the big jar of fluid I made a few years ago (about 4 or 5) still glows pretty well under both regular light and black light.
Glowsticks are a bad idea since they emit gas, and if you have a pressurized system it can lead to leaks and accidental stains if they pop a gasket. I had made a small test tube vial of the green stuff, and it took about 2 days for the stopper to pop out and spew glowing green stainy liquid all over my tile floor :unsure
