Guys, what tool do you use to cut out small circles. I have seen many types of compass cutter but most only relate to paper or thin card, thanks.
 
Depending on the size you are after besides the compass cutters there are punch sets for smaller sizes or there is using a template and scribe method.

I've used that method with a regular compass with the second metal tip to scribe a large set of circles then just carefully flex and the pieces will come apart.
For something even larger you can use a ruler with a needle and blade attached, even a string will work.

For smaller circles a circle template with a needle or some sort of sharp pointy bit.

I made these rings using the template and scribe method.

Division6, what is that pointed tool with the blue handle? I use a nail tied onto a stick but that one looks real sturdy.
 
I am not completely sure what you are going for, but on a "somewhat" related circular cutting note, scribing really small holes can be accomplished by honing brass tube ends with an exacto blade, and then using the brass tube end to scribe stock by hand, and maybe inserted into a drill chuck.

Not sure what the tip is I think it's from a compass, found it in a parts box.
The handle is a piece of aluminum tubing the tip is glued into with tape added for something to grip.
 
What material are you cutting? Unless I am missing something here.

Its for cutting circles in plastic card. Sounds like a combination of the template, a compass cutter and a home brew scribing tool will do the job. Thanks for all the replies.
